Here is the list of Maintenance and Other Operational Expenses (MOOE) allocation for Fiscal Year 2015 with Public Elementary and Secondary Schools Enrolment for School Year 2014-2015 as of October 31, 2014. All information as reported by school heads in the Enhanced Basic Education Information System (EBEIS).

HOW MOOE IS COMPUTED
There are two components to the MOOE formula: fixed and variable. 
Below is the formula used:
Elem School: P40K + (P200 x 2013 Enrollment) + (P4000 x 2013 Teachers inventory) + (P3000 x 2013 Classrooms inventory) + (P250 x Grade 6 graduates)

High School: P80K + (P400 x 2013 Enrollment) + (P8000 x Teachers inventory) + (P6000 x Classrooms inventory) + (250 x Grade 10 graduates)

The reason why 2013 figures is used is because at time of budget preparations that was the only data available. This is one of the reasons why we are trying to strengthen the data collection process such as for LIS, EBEIS and National School Building Inventory so we can get more accurate, timely and relevant data in enrollment and inventories.
This formula is a proxy for determining the budget to cover for supplies needed by students and teachers, expenses by the school for minor repairs, utilities if not covered by the Local School board/LGU, and other expenses.
In 2015, Internet connectivity budgets are separate from the regular MOOE for all high schools with electricity and central schools. This is an additional P48000.
With this information, you are urged to talk with your principal. Engage him/her in talking about your school budget. Ask about priorities in spending. It should not be used for personal expenses or lending operations. Put up a transparency board disclosing all the expenses so parents too may know how much a school receives and how it is spent. Who are our suppliers that the school pays?
How much does your school receive from OTHER sources such as local school board, canteen revenues/funds and donations? How is this spent and for what items?
